The seminar on the Construction Industry Security for Payment
Ordinance (SPO), held by the Association on March 19, 2026, at the Hong
Kong Institute of Construction (Kowloon Bay Campus), was a resounding success.
We were delighted by the enthusiastic response and would like to extend our
sincere gratitude to all industry professionals and members for their active
participation!
Organized by the Association, the seminar focused on the latest industry
developments, specifically providing an in-depth exploration of the upcoming
Security for Payment Ordinance. The session offered comprehensive professional
insights from two critical perspectives: legal practice and dispute resolution.

Part 1: Legal Framework & Risk Management The first
session was led by Mr. Anson Lo, Barrister-at-law, and Mr. Boris
Fong, Barrister-at-law. They provided an expert interpretation of the claim
procedures under the Ordinance, strategies for handling counterclaims, and key
updates to the Building Management Ordinance. Their insights were
instrumental in helping industry practitioners better understand compliance
requirements and legal risk management.



Part 2: Professional Mediation in Engineering Disputes In the second
session, Professor Dr. Roland Ho shared his expertise from a macro
perspective on professional mediation. He conducted a deep-dive analysis into
the respective advantages and application scenarios of mediation versus
statutory legal mechanisms. Using case studies specifically related to concrete
repair and waterproofing engineering, Dr. Ho demonstrated how mediation
techniques can efficiently resolve disputes while opening new doors for
industry collaboration.


Driving Industry Excellence
The seminar attracted approximately 70 industry professionals,
fostering a vibrant environment for exchange and networking. Attendees
expressed that the session significantly deepened their understanding of the
new legislation and provided practical strategies for negotiation and dispute
resolution—essential tools for navigating future challenges.
